A brief history of Ling Tung University¡]Taichung, Taiwan¡^

The University was founded in 1964 in Taichung, Taiwan by the current Trustees Board Chair Dr. Min Lee and her husband Dr. Ya-ping Tsai, former delegate to the National Assembly. At the beginning of its establishment, the University was named Ling Tung Junior College of Accounting, embracing ¡§Applying Knowledge to Real Life and Treating People with Sincerity¡¨ as our founding motto. In 1999, the University was upgraded to Ling Tung College, and in 2005 was renamed Ling Tung University.

In August 1997, the University was approved by the Ministry of Education to set up the Affiliated Junior College of Supplementary and Continuing Education, now renamed Affiliated Junior College of Continuing Education, and started to recruit students. In August 2000, to keep in line with the government¡¦s policy to advocate lifelong learning and actively promote recurrent education, the University again received approval from the Ministry of Education to establish the Affiliated College of Continuing Education.

The existing school systems of the University include (1) Day Division: Research Institutes, Two-year and Four-year Colleges, (2) Night Division: Two-year and Four-year Colleges, Two-year and Four-year Programs, and (3) Affiliated Institute and College of Continuing Education: Two-year College and Two-year Junior College. The total academic units include Graduate Institute of Finance (& Department), Graduate Institute of Financial and Economic Law, Department of Finance and Risk Management, Department of Accounting Information, Department of Public Finance, Department of Business Administration, Graduate Institute of Business Administration, Executive Master of Business Administration (EMBA), Marketing and Distribution Management Institute (& Department), Graduate Institute of Tourism and Leisure Management (& Department), Graduate Institute of International Enterprise (& Department), Department of Applied Foreign Languages, Graduate Institute of Applied Information Technology, Department of Information Technology, Graduate Institute of Information Management and Application, Department of Information Management, Department of Commercial Management, Graduate Institute of Digital Content Design (& Department), Graduate Institute of Visual Communication Design (& Department), Graduate Institute of Technological Product Design (& Department), Graduate Institute of Fashion Design (& Department), totaling 12 research institutes and 16 departments and 4 junior sections. The University has already been approved by MOE to set up ¡§Institute of Accounting and Taxation Information¡¨ in 2010.

As of the second semester of the academic year 2008, the Day Division includes 116 classes, the Night Division includes 112 classes, and the Affiliated College of Continuing Education includes 18 classes. The University has 287 full-time faculty members, including 146 doctorates, 113 staff members with one technician and one worker, and five military training instructors, totaling 407 full-time faculty and staff.

Over the past four decades, more than 50,000 graduates from the various school systems of the University have been performing excellently in joining the workforce of the island, building up their own businesses, and pursuing further education, respectively engaged in political service, education, industrial and commercial circles, and contributing outstanding achievements. In particular, a large number of our graduates have created considerable excellence when furthering advanced studies, whether at home or abroad.

In addition, the University is responsible for the implementation of the Ministry of Education to set aside 3 percent of students¡¦ tuition and fees for financial grants and aid. Since the academic year 1999, the amount set aside has reached up to NT15 million dollars, covering a total of more than 20 kinds of scholarships for students to apply for. The actual implementation rate reaches up to 100% every year and in the academic year 2000, the amount appropriated as specific grants was up to NT30 million dollars for students to apply for through various channels, such as academic excellence, financial assistance for poor economic conditions, and work-study opportunities. This financial aid plan has been carried on up to the present day. At the same time, in order to implement the Government¡¦s policy to take care of the disabled, in addition to the extensive employment of persons with disabilities as our staff, the University also set up scholarships for students with disabilities and started a comprehensive plan for campus accessibility.

To keep in line with the Government¡¦s policy of education reform to improve the effectiveness of technical and vocational education at the higher level, cultivate intermediate and high professionals, as well as carry out root-taking policy for technical and vocational education, the University¡¦s Center for Technology Cooperation bears the responsibility of academia-industry cooperation and technical cooperation, internships and employment counseling and guidance, and many other cooperation programs, all of which provide the best bridge actively matching our students and the industrial sectors. In recent years, the University has been commissioned by the Ministry of Education to administer large-scale Recommendatory Admissions tracks for National Five-year Junior Colleges, and National Four-year Colleges and Two-year Junior Colleges, indicating that administering recruiting affairs and undertaking national commission by the Ministry of Education are highly trusted and relied on by the highest Educational Authority.

In response to the pace of internationalization, the University for many years has been committed to promoting international academic and cultural exchanges, and has so far signed academic exchange agreements or contracts as sister institutions with more than 30 universities, including Oklahoma City University (U.S.A.), Thomas More College (Kentucky, U.S.A.), Ohio University (U.S.A.), University of Nevada, Reno (U.S.A.), University of Tennessee at Martin, (U.S.A.), Metropolitan State University (Minnesota, U.S.A.), Jinju College (Korea¡^, Kookmin University (Korea), Sangmyung University (Korea), Shohoku College (Japan), Bond University (Australia), Apor Vilmos Catholic College (Hungary), Pazmary Peter Catholic University (Hungary), University of Santo Tomas (Philippines), Universidad Santo Tomas (Chile), Universidad Nacional de La Plata (Agentina), St. Thomas University (U.S.A.), Nong Lam University (Vietnam), and many renowned universities on Mainland China: Soochow University (PRC), Chi Nan University (PRC), Guangdong University of Foreign Studies (PRC), Beijing Union University (PRC), Animation School of Beijing Film Academy (PRC), Beijing Institute of Clothing Technology (PRC), etc. The University will continue to actively promote international and cross-strait academic cooperation and exchanges, create diversified channels for teachers and students to pursue advanced studies and research, and double our efforts for international promotion of Ling Tung University.

The mid- and long-term development plan of the University includes the overall plan of the second campus. This plan will enable Ling Tung University to have an internationalized, university-based learning and leisure space, boost the community development and business opportunities of the Nan-Tun District of Taichung City and Dadu Mountains, and create impressive added value and vision for the university and the neighboring areas, and by then, will integrate diversified visions for teaching and research at different school systems, extension education, community restructuring, building the ¡§Ling Tung Academic Campus¡¨ in order to achieve the University¡¦s self-breakthroughs and re-create a new era in education.

It is our sincere hope that in the future all teachers, students, and graduates can continue their efforts to create excellence, uphold the school motto: ¡§Applying Knowledge to Real Life and Treating People with Sincerity,¡¨ and move toward the ideal of self-realization. We will make persistent efforts for positive and devoted education, in order to foster more talents for our society and achieve the goal of becoming a prestigious high-quality technical and vocational institution.
